What the evidence supports

February 22, 1921 report describes the previous evening’s permanent organization at city hall: Fred Russell manager, James A. Brill permanent director, J. W. Pinkston secretary-treasurer, membership roll made up, and weekly practice held.

Limits and open questions

Supersedes the previous uncertainty over Brill’s middle initial and whether actual organization/rehearsal occurred; it does not confirm the originally scheduled February 10 first rehearsal. Public concerts were still projected about three weeks ahead. Twenty-five in the earlier source counts petitioners, not a verified final roster.
